According to the "Implementation Opinions on Building an Innovation and Entrepreneurship Community of 'Government, Industry, Academia, Research, Finance, Application, and Service' in Shandong Province" (Lu Zheng Zi [2019] No. 49), and with the approval of the provincial government, the list of the second batch of provincial innovation and entrepreneurship communities was announced on January 14, 2020. Shandong Zhongsen Solid Waste Resource Recycling Research Institute Co., Ltd., spearheaded the establishment of the "Shandong Provincial Ecological Environment Industry Innovation and Entrepreneurship Community," which is included in this list!

To implement the innovation-driven development strategy in depth and deepen the reform of the science and technology system and mechanism, Shandong Province launched a 5-year cultivation plan for innovation and entrepreneurship communities. Using the Shandong Industrial Technology Research Institute as a model, it aims to cultivate more than 30 provincial innovation and entrepreneurship communities. Simultaneously, it will drive the construction of a batch of innovation and entrepreneurship communities with different entities, models, paths, and orientations in various localities. This will promote the effective aggregation and optimization of innovation elements of 'Government, Industry, Academia, Research, Finance, Application, and Service,' forming a '1+30+N' innovation system to promote the industrialization of scientific research achievements, the scaling of emerging industries, and the high-end development of large-scale industries. It will accelerate the formation of a virtuous cycle where science and technology support economic development, and economic development in turn supports scientific and technological innovation.

The Shandong Provincial Ecological Environment Industry Innovation and Entrepreneurship Community is built based on Shandong Zhongsen Solid Waste Resource Recycling Research Institute Co., Ltd. Adhering to the value concept of "Shared Consultation, Shared Creation, Shared Win," and employing innovative systems and mechanisms such as "continuously aggregating core innovation elements through equity," "different rights with same share to ensure strategic direction," and "70% of the income for the technical team," it follows market-oriented operations to form an independent legal person platform company + "solar system" + "Government, Industry, Academia, Research, Finance, Application, and Service" collaborative innovation system. It promotes the effective aggregation and optimization of innovation elements of 'Government, Industry, Academia, Research, Finance, Application, and Service' in the ecological environment industry, comprehensively improves the capacity for scientific and technological innovation supply, cultivates characteristic and advantageous industrial clusters, and provides a driving force for the high-quality development of Shandong's ecological environment industry.

Next steps for the innovation and entrepreneurship community will focus on promoting the development of the environmental protection industry by improving collaborative innovation mechanisms, optimizing industrial spatial layout, enhancing the industrial development environment, and promoting industrial cluster development. Combining with the current situation of environmental protection industry development in the province, it will integrate and coordinate the efforts of research institutions, leading enterprises, and social capital to establish a comprehensive industrial innovation and entrepreneurship ecosystem that is multi-subject, resource-intensive, collaborative and sharing, and open in operation. This will provide strategic support for the transformation of old and new kinetic energy in the province and serve the overall situation of high-quality economic development in the province.
